Cabinet approved the final Revised White Paper on Local Government at its meeting of 23 September 2026. The decision was announced in the official Cabinet statement published on 29 September, which says the policy responds to persistent governance, institutional, financial and service-delivery failures in municipalities.

Cabinet also endorsed a time-bound Transition Management Body and a phased, whole-of-government implementation programme. The Department of Cooperative Governance, the Presidency and National Treasury are to lead that programme jointly.

The approved policy puts implementation, accountability, institutional coherence and municipal financial sustainability at the centre of the reform agenda. It follows the public-consultation draft gazetted in May 2026 and replaces the 1998 policy baseline for the next phase of local-government reform.

The approval is a policy decision, not a completed legal or fiscal change. Measures that require amendments to municipal legislation, institutional redesign or changes to intergovernmental funding must still pass through their applicable legal and budget processes.

For municipalities, suppliers and residents, the next verifiable milestones are the formal establishment and mandate of the Transition Management Body, a published implementation timetable, and any bills, regulations or fiscal-framework changes that give specific reforms legal or financial effect.

What it means

Cabinet has created a formal implementation structure for municipal reform. The practical test will be whether the transition programme produces dated, funded and enforceable changes rather than another policy layer.
