President Cyril Ramaphosa marked a new delivery milestone at the Cornubia Integrated Human Settlement on 29 October 2026. eThekwini Municipality added the event to its news page on 30 October; Civic Ledger published this report on 31 October.
The President's event address says Phase 1 has delivered more than 2,600 houses. A further 145 houses are under construction in Phase 2, and the stated target is 460 permanent homes for families affected by the 2022 floods by mid-2027.
The broader development covers more than 1,300 hectares and includes housing, a primary school, retail and sports facilities, a community hall and a clinic. The Presidency's earlier briefing put the long-term housing programme at 12,593 units across subsidised, First Home Finance and social-housing categories.
The ceremony was described as an official launch, but Cornubia itself is not a new project: the Presidency says the development began more than a decade ago. The reviewed launch records do not disclose a current total budget, construction contract value, contractor, tender reference or unit-allocation register.
The Presidency's 26 October briefing forecast 146 additional units by December 2026, while the 29 October event address records 145 Phase 2 houses under construction and a 460-home milestone by mid-2027. Civic Ledger treats the event address as the later project update and preserves the earlier figure as a dated forecast rather than reconciling the one-unit difference without supporting records.
What it means
The launch supplies a measurable delivery target for flood-recovery housing, but public accountability still requires contract, budget, allocation and title-deed records beyond the ceremonial milestone.
