Transnet and International Container Terminal Services, Inc. signed a 25-year partnership agreement for Durban Container Terminal Pier 2 in December 2025. Transnet said the operating arrangement would take effect on 1 January 2026.
Transnet described a Transnet-majority special-purpose vehicle, with ICTSI responsible for terminal operations. The partnership sits within a wider Durban port capacity plan, but it is not equivalent to the completion of all planned terminal upgrades.
What it means
The agreement is an operating and investment arrangement. Public reporting should keep its term and governance structure distinct from construction packages, annual throughput and future master-plan targets.
