eThekwini Municipality says Mayor Cyril Xaba launched its SmartRev digital platforms and a new Rates Clearance System (RCS) on 16 October 2026. The city published a related news item on 19 October. Rates clearance matters to property transfers: conveyancers need municipal clearance certificates before registration.
According to the city’s 16 October statement, the RCS is intended to improve application information, accept application fees directly, streamline assessment and payment, and automate the issue of Rates Clearance Certificates. These are described as expected benefits; the statement does not give post-launch processing times, transaction volumes, a system cost or a procurement reference.
The municipality also highlighted a USSD service for viewing bills and submitting meter readings, a WhatsApp service for bills, readings, payments and correspondence status, and its existing e-Services portal. It says an upgraded Revenue Correspondence Portal now accepts applications for new water and electricity services and refunds. A notification system will alert customers when a meter reader cannot access a meter and invite a customer reading.
The city says customer-centre kiosks and alerts about billing fluctuations and possible leaks are still to come. The practical test is whether the new clearance workflow reduces delays and whether customers receive accurate bills; the launch statement supplies no outcome data for either measure.
What it means
Digitising rates clearance and billing contact points could ease property transactions and account management, but service gains remain claims to test against published performance data.
