eThekwini Municipality added the Maphephetheni Phase 3 Rural Housing Project handover to its news page on 30 October 2026. A ministerial advisory establishes that the handover event was scheduled for 28 October; Civic Ledger published this report on 1 November.
The municipal statement says two families received houses at the milestone event. The National Department of Human Settlements describes the longer-term project as a programme intended to provide housing to 2,286 families by 2028 at a total value of close to R330 million.
Government says close to R7 million has been allocated to the project for the 2026/27 financial year. That annual allocation is not the same as the total programme value or evidence that the full amount has been spent.
The reviewed records do not disclose the project's tender reference, current contractors, number of completed units to date, expenditure to date, construction schedule by package or beneficiary-allocation register. The two-unit handover is therefore a verified milestone, not evidence that the wider 2,286-home programme is complete.
What it means
The public record identifies the programme scale and a current-year allocation, but delivery oversight still requires contract, expenditure, completion and beneficiary records.
